Estuaire received a first look at the NEATS platform this week from Eurocontrol's Marylin Bastin, Head of Aviation Sustainabilty, and Stefano Mancini, EMIS Support Function Manager.
Inside NEATS: what to expect
The tool is meant to help Aircraft Operators (AOs) with non-CO2 value generation based on flight data inputs (trajectory, fuel properties, aircraft properties) in a user-centric approach.

In this V1, AOs will set up user management and flight data gathering processes. In this phase, Eurocontrol wants the AO to define which users from the organization will use NEATS and begin preparing the processes to produce the requisite data to upload. In later versions, users will be able to compute non-CO2 effects from data uploaded (V2) and generate an annual report (V3).

What is coming next
A conversion mechanisms for excel to JSON format is being exploredA restricted environment for your wet lease focal point to upload data for wet lease flights at your airline without having access to your entire data set.
There is a Sharepoint community for all users, with in depth user guides and a contact form to submit feedback directly to Eurocontrol.
Our Recommendation
Open the tool at https://neats.eurocontrol.int/
- Define users internally
- Start to drag and drop flight trajectory data
Connect to the upcoming practical info session hosted by Eurocontrol 📅 Wednesday 8 October 2025 – 15:00–16:00 (CET)🔗 Registration: https://lnkd.in/e7QrXSKQ
- Tip 1: You can group the flights with which you are using primary data and those you are using default values into a few files for streamlined uploading. The system will automatically use the most recent file uploaded for a given flight.
- Tip 2: Eurocontrol is providing the data platform, not enforcing the regulation. The Commission intended that default values be conservative; however, Estuaire analysis has seen that this is not always the case
